No chance for fair elections in the Philippines!

According to today’s Manila Bulletin, the United States of America will observe the upcoming Philippine midterm elections. Why U.S. observers after the debacles during the 2000 and 2004 U.S. presidential elections?
If the Philippine government declares the elections on May 14th honest and fair, why not sending elected senators and congressmen as observers to the 2008U.S. elections?

The news is that big brother America is no help either.
If I am not mistaken then the 4th biggest embassy of the U.S. is in Manila. Why?
